Conclusion

There is no reason to believe that the company currently providing network access to the CRCIS and its websites has knowingly chosen to do business with the Mullahs. However, the fact that this business arrangement has escaped notice for quite some time is of some concern. Providing internet connectivity to an organization like CRCIS, which is so closely bound to the ruling theocrats of the Islamic Republic, seems like a clear violation of OFAC Iranian Transactions Regulations[36]. Either the datacenter's bank didn't spot the transaction, or the Iranians maintain accounts outside Iran that are not known to be linked to them. One way or the other, someone needs to find out how this all came about. A review of the hosting history of Ayatollah Khamenei's wilayah.org site[37] indicates that for most of the last four years the site has resided on servers in the United States. So while CIHost and their bank in Texas may be the most recent companies to engage in transactions with the Iranian regime, they are by no means the only ones.

Another issue that should be investigated is exactly how many US state prison systems allow the CRCIS-linked "Islamic Humanitarian Service" to distribute materials or otherwise interact with prison populations?
